How to Choose a Fulfillment Partner: A 12-Point Checklist

Your fulfillment partner touches every order, every customer, and a big chunk of your margin. Choose well and it disappears into the background, quietly working. Choose badly and it becomes the thing you fight with while customers complain. Here’s how to evaluate one properly — with the questions that actually matter.

Before you compare partners: know what you need

The right partner depends on your situation. Are you single-market or cross-border? One channel or many? What are your peak volumes? Do you need customs and compliance handled? A partner that’s perfect for a domestic single-channel brand may be wrong for a cross-border multi-channel one. (If you’re unsure whether you need a 3PL or a 4PL, start with 3PL vs 4PL.)

With that framing, here’s the checklist.

The 12-point checklist

1. Geographic footprint vs. your customers. Are their warehouses where your customers are? For cross-border brands, that means presence in each market you serve — a partner with only US warehouses can’t give your Canadian customers domestic delivery. (See Warehousing: US vs Canada.)

2. Cross-border and customs capability. Can they handle bulk import, customs clearance, duties, and CUSMA origin certification? Since the end of de minimis (see The End of De Minimis), this is make-or-break for importing brands — and many pure domestic 3PLs simply can’t do it.

3. Compliance expertise for your markets. If you sell in Canada, do they understand CBSA, CFIA/Health Canada, and bilingual labeling (see Selling in Canada)? Compliance gaps become border holds.

4. Channel coverage. Can they fulfill all your channels — your website, Amazon (including FBA prep), other marketplaces, wholesale — from one inventory pool? Fragmented fulfillment across channels causes stockouts and overselling.

5. Technology and inventory visibility. Is there a single dashboard showing inventory and orders across every warehouse and channel in real time? Fragmented or delayed data is where multi-location fulfillment goes wrong.

6. Integrations. Do they integrate cleanly with your store platform, marketplaces, and tools — or is it manual CSV uploads and duct tape?

7. Speed and delivery performance. What are their actual pick-pack times and delivery speeds? Ask for real numbers, not adjectives.

8. Accuracy. What’s their order accuracy rate? Mis-picks cost you refunds, returns, and trust. A serious partner tracks and shares this.

9. Returns handling. Can they process returns in-market with inspection and restock (see Cross-Border Returns)? A partner that ignores returns leaves money and inventory stranded.

10. Peak capacity. Can they absorb your peak-season volume (see Peak Season Fulfillment) without falling over? Ask how they handled last peak.

11. Pricing transparency. Do you understand exactly what you’ll pay — storage, pick-pack, receiving, returns, surcharges — or are there fees that only appear on the invoice? Hidden fees are a common source of 3PL friction.

12. Communication and accountability. When something goes wrong (it will), is there a real person accountable, or a ticket queue? For cross-border especially, a single point of accountability across the whole chain matters.

Red flags to watch for

  • Vague answers on numbers. "We’re fast and accurate" with no metrics behind it.
  • No cross-border capability if you’re an importing brand — they’ll leave customs to you.
  • Opaque pricing with surcharges that surface later.
  • No unified inventory view across locations and channels.
  • Can’t speak to compliance for the markets you sell in.

  • What are your pick-pack times and order accuracy rate?
  • Do you handle bulk import, customs, duties, and CUSMA certification?
  • Can you fulfill all my channels from one inventory pool?
  • How do you handle returns in each market?
  • Walk me through every line on a typical invoice.
  • How did you handle last peak season?
